    Initializes a new instance of the SQLiteMonitor class.

    Remarks
    The base constructor initializes all fields to their default values. To activate monitoring after SQLiteMonitor construction set IsActive property to true. To disable monitoring set this property to false. Monitoring will be automatically deactivated after SQLiteMonitor instance destruction.
